Internal Communication, Not Technology, Key to Operational Excellence, Says DELGO CEO

In an era where organizations often chase the latest technology or seek larger budgets to improve performance, Nick Miccarelli, CEO of DELGO Community Transit, argues that the foundation of operational excellence lies in something more fundamental: internal communication. With over 25 years of service in the Pennsylvania Army National Guard and a career in public office and executive leadership, Miccarelli stresses that consistent collaboration and clearly defined expectations are what separate proactive organizations from reactive ones.

“People often think operational excellence comes from having the newest tools or the biggest budget,” Miccarelli said. “In my experience, it starts with communication. When people understand the mission and trust the flow of information, organizations perform better.” This perspective is supported by research; a Gallup report indicates that employees who clearly understand what is expected of them are significantly more likely to be engaged. Additionally, the Project Management Institute has found that poor communication is a contributing factor in many unsuccessful projects, underscoring the importance of consistent information sharing across teams.

Miccarelli believes these lessons apply universally, from nonprofits and community organizations to private businesses and public agencies. “Communication creates alignment,” he explained. “When departments operate independently without understanding how their work affects others, small issues can grow into much larger problems. Good communication helps organizations solve challenges before they become obstacles.” As CEO of DELGO Community Transit, Miccarelli works closely with staff, community partners, and stakeholders to strengthen organizational coordination and improve service delivery. He emphasizes that building reliable systems depends on creating an environment where information moves efficiently. “Our goal is not simply to communicate more,” he said. “Our goal is to communicate clearly. Meetings should have purpose. Expectations should be understood. People should know who owns each responsibility and how decisions are made.”

Miccarelli credits much of his approach to lessons learned during his military service. “In the military, everyone understands that communication can directly affect outcomes,” he said. “That experience taught me the importance of preparation, accountability, and making sure every member of the team understands both their role and the larger mission.” He notes that these principles translate naturally into civilian organizations. “Whether you're serving a community, running a business, or leading a nonprofit, people perform better when they understand why their work matters. Communication creates confidence, and confidence allows teams to work more effectively together.”

Rather than viewing communication as solely a leadership responsibility, Miccarelli believes every employee contributes to organizational success. “Good communication is everyone's responsibility,” he said. “It means asking questions when something isn't clear, sharing information that helps others do their jobs, and keeping the mission ahead of individual priorities.” To help organizations strengthen operations, Miccarelli recommends focusing on practical steps: establishing clear goals that every department understands, creating consistent communication between teams rather than only during problems, encouraging employees to ask questions and provide constructive feedback, documenting processes so responsibilities remain clear as organizations grow, and regularly evaluating internal systems to identify opportunities for improvement.

He believes organizations often achieve their greatest improvements through steady refinement rather than dramatic change. “Operational excellence rarely comes from one big decision,” Miccarelli said. “It comes from hundreds of small improvements that help people work together more effectively every day.”

For HR vendors, this perspective underscores the importance of solutions that facilitate clear communication, role clarity, and process documentation. Tools that enable consistent collaboration and feedback can directly address the communication gaps that hinder performance. As Miccarelli's insights suggest, investing in communication infrastructure—not just technology—may yield the most significant returns in operational excellence and employee engagement.
